Fabled Charm of the Sickle does not scale

The Fabled Charm of the Sickle does about 65 bleed damage per hit, and does not scale with either magick nor melee. Considering this is less than a 1% dps increase for any of my builds, this seems rather lackluster for a fabled charm. Please let this charm scale with something, or if it already does, please inform us as to what it scales with.
