Side Quest that can't be completed

The side quest "The Lost Souls of Isle of Dee" does not appear to be completeable. It has the objective "Find the Hope Echoes in Pandora's Bane," which is not part of the Isle of Dee. I searched each of the islands for the telltale sound but there were none left to find (I had been getting them while doing the main quests). I asked in the PTR chat if anyone had completed it and got no responses.

Please confirm that this quest can be completed with the Hope Echoes that exist, and that those Echoes are reachable.
